The NFL awards 32 Compensatory picks (rounds 3-7). It's my understanding the team that Ross was signed from loses more players then they sign in free agency the NFL may award them a compensatory pick. So the Giants will not have to give up 4th round pick. It comes out the pool of 32 picks. The rules to determine picks are really complicated, but that my understanding.

They didn't lose a 4th rounder. The Bengals just stand to get an extra comp pick in the 4th round if certain conditions are met.
